El equipo de Gobierno de PSOE-IU continúa con su antidemocrática actitud, no convocando plenos ordinarios los dos últimos meses, como ya ha sucedido en innumerables ocasiones durante la presente legislatura. Una vez más, este equipo de Gobierno omite el derecho de los vecinos a participar en los plenos ordinarios, además de intentar obstaculizar que la oposición ejerza su función de control y fiscalización del Gobierno.
La importancia de realizar un pleno ordinario cada mes, como marca la legislación, es que los vecinos pueden intervenir en el punto de ruegos y preguntas para así hacer partícipes a los miembros del gobierno de los problemas del municipio. De esta manera, el equipo de Gobierno no sólo está evitando escuchar los problemas de los vecinos, sino que, además, están consiguiendo que los ciudadanos de San Fernando de Henares, libres e independientes, pierdan la rutina de asistir a los plenos, al no conocer nunca con exactitud cuándo se van a convocar.
De hecho, gracias a la presión ejercida por los concejales populares para mantener la legalidad y convocar un pleno ordinario al mes, se acordó cambiar el día establecido al tercer jueves de cada mes, en lugar del primero, que resultaba más conveniente para el equipo de Gobierno. Sin embargo, a pesar del cambio de fecha, los plenos ordinarios siguen siendo escasos.
En palabras de Eusebio González, “el equipo de Gobierno de PSOE-IU parece no tener ningún interés en cumplir con la legislación vigente, si eso supone tener que escuchar a los vecinos de San Fernando de Henares. Es inadmisible que se convoque un pleno extraordinario la semana antes de la fecha marcada para el ordinario, sólo para evitar escuchar las críticas de los vecinos y las nuestras”.
El último pleno ordinario fue el pasado 19 de noviembre y, como pronto, y si el equipo de Gobierno decide atenerse a la legalidad y convocarlo, el próximo será el 18 de febrero. Como declara el portavoz popular, “es mucho tiempo sin tener un pleno ordinario, lo que hace casi imposible fiscalizar y controlar la labor del equipo de Gobierno. No son un gobierno transparente y lo demuestran con esta falta de respeto a la democracia y a sus vecinos. Además, los gobernantes deben dar ejemplo cumpliendo ellos la ley, para que los demás vecinos también lo hagan”.
El pasado viernes, el equipo de Gobierno convocó un pleno extraordinario en el que cualquiera de los puntos podría haber esperado a esta semana, dado que no tenían la suficiente urgencia. Algo muy parecido sucedió en diciembre, donde el pleno ordinario se retrasó también unos días para pasar a ser extraordinario.
Esta situación de ocultismo no afecta sólo a la convocatoria de los plenos, sino también a las comisiones informativas preceptivas que apenas convocan, así como a las preguntas de los populares que se hacen tanto en los plenos como por escrito y que casi nunca obtienen respuesta.
